There are many small organizations throughout the country that offer free wigs for women with limited financial resources. One organization that offers free wigs is the Y-me foundation:

Y-Me is available 24/7 at 1-800-221-2141. When you call you will be connected directly with a breast cancer survivor who can talk to you about the wig & prosthesis bank.
I have also known local hospitals and support groups to have a wig donation program. After a patient is done with chemotherapy, they will often donate the wig to the support group or hospital to be given to other patients.
